Utility Service

Applications to establish utility service at an existing account must be made in the Department of Finance, Budget and Management at 50 Bridge St. Same day service is available on accounts established prior to noon.

Commercial accounts require a deposit or surety bond in an amount determined by usage.  Also, commercial accounts require a service charge plus a photo ID and proof of social security number, or two photo ID's.

Connection to City Water or Sewer Service
People interested in first-time connection to City water or sewer service (other than establishing utility service at an existing account) should first study the Utility Availability, New Connections & Changes of Use Frequently Asked Questions which includes instructions for submitting a Request for Letter of Availability form?

Once completed, this form should be submitted to the Public Works Department, 75 King Street (Lobby B, 4th Floor) or faxed to the number on the form.  A response will be mailed usually within one or two working days.

The Request for Letter of Availability form should be submitted for the following projects:


• New residential construction (single-family dwellings, mobile homes and multifamily buildings)
• New non-residential construction (occupied commercial and industrial buildings)
• Changes in the use or occupancy of an existing building
• Adding seats to an existing restaurant
• Additions to an existing non-residential building
• Fire sprinkler systems
• Irrigation systems (other than private wells)
